I personally believe that skills development is a superior approach to blindly investing large sums of money in formal education. The skills development programs would be best organized by NGO's and funded through charitable donations.

  yeah..it could only be a job creating activity if the private sector pools and decides t train. in return they could gte tax incentives from the govt or may be contracts. A similar model runs in south africa since past 50 yrs. even if we can cope a percent of that plan then it would be great. skill dev seems to be imp today as tech dev would be useless without it.
